Shabbos Key Belt / Tie Pin + Disagreeing With The Igros Moshe

Dear rav, are there any poskim who allow to wear shabbos belt for keys on the tie or shirt? What are the best possible or halachically acceptable ways to wear such belts. If possible please cite the sources where I can look it up inside. The reason why I am asking this question is because I saw Igros Moshe on this topic where he explicitly forbids doing so. I was wondering if there are poskim on the level of hoRav Moshe zt’l who allows to wear such belt on tie or shirt.

My second question: is it acceptable for a rov to pasken on his own against deos of Igros Moshe in case where no major poskim (like rav Moshe) offer different psak on the matter?

Answer:

Belts: The only permissible manner in which keys can be worn on belts is by ensuring that the keys are an integral part of the belt, i.e. that two sides of the belt are tied to two sides of the hole (e.g. by means of hooks), so that if the key is removed the belt would come apart. This is agreed on by all poskim, and some add that the belt has to be a “real belt” and not hang loosely over one’s clothing, in which case it would be clear that the belt is nothing more that a ruse for carrying the key. The most convenient form of belt for achieving this are elastic.

Many permit the use of keys as a tie-pin, provided the key is gold or silver, i.e. a legitimate ornament (Mishnah Berurah 301:42; Kitzur Shulchan Aruch 84:3).

One cannot argue with an authority such as R’ Moshe unless one’s argument is grounded in the rulings of poskim of similar stature.
