No, the Mishnah Berurah (618:10) rules that kiddush is not made on Yom Kippur.

Although it would appear that kiddush should be made, the ruling of Mishnah Berurah is based on Shibolei Haleket, who writes that kiddush was not enacted on Yom Kippur. Some authorities maintain that Kiddush on Yom Tov is a Torah obligation, in which case other explanations are offered for why kiddush is nonetheless not made.

Shaar Hatzion points out that Rabbi Akiva Eiger writes that if Yom Kippur falls on Shabbos, kiddush should be made. However, some acharonim dispute this rulilng.
