If a person is eating a meal, where it is normal to drink, a new beracha is not required for the water, and it is assumed that the beracha on the fish includes all items regularly served during a meal whose blessing is shehakol.

However, if a person eats a piece of fish outside the framework of a meal, and then wants a drink, a new beracha is required.
