It is not permitted to fashion a menorah with seven branches.
This prohibition emerges from the teaching of the Gemara (Rosh Hashanah 24a), the Maharik (cited in Beis Yosef, Yoreh De’ah 141) explaining that even if the menorah one makes is smaller that the one in the Mikdash, and even if there are no decorations. This is ruled by the Shulchan Aruch (141:8).
