Keriyah at the Kosel

Where does it come from the “minhag ha’olam” as it seems to be makil to not tear kriah by the Kosel even for one living outside of Yerushalayim (but still in Eretz Yisrael.) I realize some people will be makneh their begadim to others however even this is seemingly “less and less”…Is there any reasonable makor for one to be makil?

Answer:

I don’t know of a source for leniency in general, certainly for Jews outside Jerusalem, who do not see the kosel often.
