Paying for Naturalization from Maaser

My father-in-law is currently an undocumented alien in the United States. He has a very small income, but would be able to earn more if he was naturalized as a citizen. May we use maaser to help him pay back taxes, government fees, and attorney’s fees to facilitate his naturalization?

If he is needy in a needy situation, it is fine to use maaser money to pay for his naturalization.

In fact, the Rambam writes that the highest level of charity is providing a person with an income, rather than giving his a donation.

Paying for the expenses of naturalization, and allowing him to work and earn his income, is therefore an ideal level of tzedakah.
