It is permitted to put on tefillin from the time of “mi-sheyakir”. This is the same time as the time for tzitzis.
This halachah is stated by the Gemara (Berachos 9b), from which it is ruled by halachic authorities.
Lechatchilah one should not reach Shemoneh Esrei before Hanetz Hachamah, which is the optimal time for davening.
