I suppose it would be the homework.
When one mitzvah clashes with another, the mitzvah that is limited by time will have preference (other things being equal), because the other mitzvah “can wait.”
In this case the two are not full “mitzvot,” but hanging out with friends can wait whereas homework cannot, so that the homework will take precedence.
Moreover, in most cases homework will serve a more constructive purpose than “hanging out,” so that it definitely comes first.
