My daughter found a paper cut (picture cut out of paper) on a site. It says on it – all rights reserved. Am I allowed to copy it for my own personal use (for my home)?

It is permitted to make a copy for personal, home use.
The owner of the rights will retain the “copyright” on the picture – his rights to distribution, to making a derivative work, and so on, are reserved for him – but it remains permitted to copy the picture for home purposes.
