Yes, an Eruv Tavshilin must be made in order to permit preparations from Rosh Hashanah for Shabbos. This applies when Yom Tov (such as Rosh Hashanah) falls on Friday, as the second day of Rosh Hashanah does this year.
If the Eruv is not made, it will not be permitted to perform labors as preparation from Yom Tov to Shabbos.
