Why is it that people people put on their talis and tefilin in shul? Isn’t it better to put them on before one enters the sanctuary? Yet, I don’t see people doing this.

Some people put on their tefillin outside shul. Doing so has a source in kaballah, and the Shulchan Aruch (25:2) notes that there is a virtue of wearing tefillin at home and coming to shul with tallis and tefillin.
Although people generally don’t put them on at home, some prefer to fulfill the virtue by putting them on outside shul.
The great majority of shul-goers still puts on tefillin in shul.
