If someone issues a hazmanah to someone who resides out of town/country to attend din torah where the mazmin resides, is the muzman obligated to travel to attend the din torah?

No, the principle halachah is that the nitvah – the person who is being summoned to Beis Din – can decide on the location of the Din Torah, and the tove’a has to go to the place of the nitva.
