Jewish Burial with Tatto

Is it true that a Jew with a tattoo is not allowed to be buried in a Jewish cemetery? If so, what is the rationale and the source? And if true, why is Shabbat desecrator allowed to be buried in a Jewish cemetery?

Someone with a tattoo may be buried in a Jewish cemetery. However one who does not keep Torah and Mitzvos, whether it be Shabbat desecration or Tattooing, should not be buried in proximity to a Shomer Torah.
