Is the Talmud the first place that the Hanukkah miracle of the lights is first discussed? If not where is it before? If so where did it come from?

Answer:

The Chanuks miracle is alluded to in the Mishna and described at length in the Talmud. As with the entire Talmud, this story was an oral tradition passed on from generation to generation, until it was written down to prevent it being forgotten. The story of Chanuka was also recorded at the time in various Jewish and non Jewish historical sources.
