Can a person wipe shoes on Shabbos or yom tov with a dry cloth to wipe off dirt, ect? CAN the cloth be moistened?

Dust and dirt may be wiped off with a dry cloth. The cloth may not be moistened as this would lead to the prohibition of “sechita” squeezing out liquid from the garment. It may also involve the prohibition of “laundering” which may apply to leather shoes when scrubbed with a wet cloth.
