Davening in Sandals

in Simon 91 Halocha 5 in the mishna berura seif koton 12 and 13 . It seams to be saying that you can daven with sandals or ur feet exposed in countries where it is Hot and its not disrespectful infront of the gedolim of that place . my question is Have I misunderstood this halocha and how practicle is it (as we seen certain Yidden In Israel and South africa do Daven like this)And its mashma that only for davening ur feet need to covered but not the rest of the day even places where someone does not stand infront gedolim barefoot or sandals ?

Answer:

In countries with a warmer climate where the norm is to go with sandals in public even in front of respectable people, it would din fact be permitted to wear sandals during tefilla. Outside of tefilla as long as it is acceptable in that society to go barefoot [even not in front of gedolim] this would not be a violation of tznius to wear sandals in public.
