If the urn was used with chametz or in proximity to chametz [on the counter] throughout the year it would need to be kashered. If it has plastic parts, many are stringent not to kasher plastic for Pesach. While this is not full fledged minhag, it has become customary for many to have separate small appliances such as this for Pesach.
