Answer:
If one bought a property from a non Jew the neighbor cannot claim first rights.
There is a big dispute amonst the Rishonim if the halacha of bar meitzra apply to a renter. I suggest that the renter buy the property as quickly as possible, because if an outsider does, he can keep it.
