If my monthly income is 10000 and expenses are 11000 (I need to borrow or collect donations from relatives $1000 monthly) can I give my maaser to myself? Or should I look to borrow $2000 and give away $1000 to other charities?

Answer:

If your expenses are greater than your income you can take the maaser for yourself. But you should keep a record of the amount so that Beezras Hashem one day when you strike it reach you will be able to repay the maaser kitty.
