If one makes Havdalah early (starting from Plag Hamincha) which in some cases is permitted, is it permitted for him to eat meat afterwards (during Nine Days), since technically it is still Shabbos and he is forbidden in doing melacha?

Answer:

The Achronim write that one should not make an early havdalah even under extenuating circumstances because the general populace finds it strange.
