When relaying permissible message to nochri that will bring them to perform melachah, does answering their questions transform the nature of the amira? For example, if one we’re to say, “the lights are on so we cannot sleep” and the nochri asks “can I turn it off for you?” Or questions about how, “so I just use this switch?”

The examples that you gave will not change the nature of the amira. The reason beingת that the nochri merely asked you how he should do what you hinted. You are not telling him to do it, you are only basing on what he already understands.
