We live in Israel and will B”H be making a wedding soon. We want live music and therefore want to know if talpiot is considered to be part of yerushalayim, and therefore included in the prohibition of having music at a wedding in jerusalem.

Regarding your question, according to R’ S. Z. Auerbach zt”l, all the “new neighborhoods” of Yerushalayim are included in this, including Talpiot, and this seems to be the minhag. You might want to go to Moshav Orah, which is not far from Hadassah Ein Karem, which would not be considered Yerushalayim proper. Many people make their weddings in Beit Shemesh, near Tel Stone, or Kiryat sefer for this reason.
