When using sprouted flour (the wheat kernels were allowed to sprout slightly before grinding them into flour) to make Challah dough, can one rely on the same shiur (of cups etc.) as usual to be mafrish challah with a bracha, or one must add additional flour to compensate for the sprouts?

Thre is no need to add flour because of the sprouts, as they are a part of the wheat.
