Answer:

  1. It is a very nice question, and the answer is that it is permitted. It is important to note that he may not say brachos, learn etc. in front of her uncovered hair, similar to a husband that may not say brachos when he can see his wife’s uncovered hair.
  2. It isn’t clear to me what you mean by “hair that is normally covered”. My assumption is that you mean, a married woman’s uncovered hair. A married woman’s uncovered hair is an ervah, therefore I don’t see why we should be able to look at a picture of this ervah more than any other one that is not permitted.
