If chametz in USA is being sold by Rav in Eretz Yisroel at their assumed time zone (7 hours ahead), will that pose a problem of using & stealing chametz from the goy on erev pesach & also owning the chametz on motsai pesach? How does dinonline.com deal with this time zone issue when selling chametz?

You are making a valid point. When selling chometz with a Rov that is in a time zone ahead of you, you will have to stop eating from that chometz from the time that it is sold. Usually it would not be an issue unless someone specifically wants to eat from the chometz that he is selling on the morning of erev Pesach. Regarding going into the place that is sold, being that it is only for a short period, it is permitted.
