A woman should preferable not go to the cemetary until she has immersed in the mikvah (Chayei Adam, end of Kelal 3; Mishnah Berurah 88:7). A similar ruling is also mentioned in Pischei Teshuvah (195:19-20) in the name of Chamudei Daniel, though it is possible that the intention is only for the first days of the menstrual cycle. However, some are lenient in the seven “cleaning days,” especially with regard to visiting graves of the righteous. In times of need, one may be lenient concerning this custom (glosses to Orchos Chaim 88, in the name of Chemdas Moshe 62).
