Why don’t sofrim make a sritah beneath the last line of writing in t’fillin and mezuzos, as they do in other sifrei qodesh, in order to be m’qayyem the shittah requiring 4 sirtutin, or a y’riah m’surgeles, which is brought down l’halachah by the Rama?

The Halachah of making 4 sirtutin refers to the first and last lines of writing. The sirtut on the last line is the one above the writing and not the one below. There is a minhag to make a sirtut below the last line of a Sefer Torah, but it is not clear what the source for this is. At any rate, this minhag was only adopted for Sifrei Torah and not for tefillin or mezuzos.
הדין של 4 שרטוטים, הוא שורה ראשונה ושורה אחרונה, ולא מתחת לשורה, ולכן יש בזה ד’ שרטוטים,
