We pay our water bills through horaat keva (standing order). Recently, we received a bill, but the money was never removed from our bank account. We spoke to the water company and their records show that the bill has been paid by horaat keva, and we spoke to the bank, who claims that there was no request from the water company to pay their bill. We have no way to know if the water company received the money from the bank and the bank forgot to charge our account, or if the water company never received payment and they just think they did. It seems that there is nothing you can do, if the water company isn't interested in receiving your payment, and indeed there is nothing you have to do.
