Unwarranted Scholarship

Question:

An unscrupulous head of an educational institution registered someone who does not attend his school as one of his students, in order to receive a government scholarship for him. Does this “student” have any claim to the funds that the institution receives on his behalf?

Answer:

No. No-one is entitled to the money, and the head of the institution is guilty of stealing money from the government, which he must return immediately.
