It is permitted to buy the plant.
Sources: There is no blanket prohibition on buying from a shop that is open on Shabbos. However, a plant that was planted on Shabbos would become forbidden (according to some opinions) to the person it was planted for — in this case, the general public. Yet, because one cannot know when the plant was planted, this would be at most a safek derabanan, and it would remain permitted to buy the plant. See Magen Avraham 318:2.
