I am teaching my nephews a masechta so that they can make a siyum. I am only teaching them the Gemara “al pi rashi “, but not reading the Rashi inside. Is this sufficient for them to make a siyum.

Certainly. As long as one learns the entire masechta, and understands the peshat (even on the most basic level), a siyum can be made (with seudas mitzvah).
