The general Ashkenazi custom is to wrap both the head and the body in the tallis after making the berachah, and this should be done: the tallis should be draped over the head (until the mouth), and then wrapped round the head and the body, bringing the tzitzis to the left side, over the shoulder.
Please specify what you mean by the Sefardi custom.
The sefardim wrap the head and then drape body.
In principle that's fine, because the main thing is wrapping the head. I don't offhand know of a source that discusses this difference.
