Can a bris be performed on Shabbat?

If the baby was born on Shabbat, so that Shabbat is the eighth day, the bris must be performed on Shabbat.
However, it is important to ensure that there no violation of the Shabbat will result on account of the bris. The mohel will take care of his own preparations, but the parents have to ensure that arrangements are made for guests (and so on) that will allow participation without violating Shabbat.
I saw in the name of the Chazon ish that if the baby was born via ceasarian it may not be performed on Shabbos. Is the the consensus of the other poskim as well?
