If one does negal waser in the morning and then accidently touches the water in the bowl – does one have to wash again?
Answer:
Touching the water does not obligate another netilah. The water should be washed off, or the hands dried.
Sources: According to the Vilna Gaon, one should wash an extra time (four times on each hand), in order to wash off the impure water. According to other authorities and according to the common custom, it is sufficient to dry one’s hands after washing each hand three times. The same applies to somebody who wets his hand with “impure water” after washing.
