Concerning the 100 brachos for ashkanazim,are the 2 brachos for tefillin considered 1 or 2 brachos since the second bracha is a safek and Baruch shem kovod is said?

For Ashkenazim, the tefillin berachos are considered two berachos.

Shulchan Aruch Harav, Orach Chaim 46:1; this principle is counting the number of berachos actually recited. If two berachos for tefillin are recited, this counts as two berachos. In addition, reciting 100 berachos is no more than a rabbinic law, and in places of safek one can be lenient. However, there is no need to rely on this principle here, because it is not a full safek (otherwise we wouldn’t be reciting the berachah), and because in the final analysis the berachah is recited and therefore counts.
