Giving Away Free-Transfer Ticket

The other day I had walked somewhere and took the bus back. So when I got off I had a ma’avar (free transfer) that I wouldn’t need and figured I’d give it to a person waiting at the bus stop. However, when I offered it to someone he replied in hebrew, “No, that’s stealing.” So my question is: Is he right and if so why?

Answer:

To the best of my knowledge, the rules of Egged are that a ma’avar (transfer) ticket can only be used by the person who bought the original ticket. Indeed, to enforce this law, the driver of the first bus taken punches the ma’avar card, indicating which bus was used. Today, I think the ma’avar is indicated on the Rav-Kav card.

Therefore, the person appears to be right: Giving the ma’avar ticket to somebody else infringes the terms for its use, and is therefore tantamount to stealing.
