No, it is not permitted to take a haircut on Pesach eve after chatzos, even if one tried and didn’t manage to take one earlier.
Under extenuating circumstances, one can go to a non-Jew for a haircut, and if no barber is available, one can take a haircut on one’s own.

Once a person has started to take on his own and is unable to finish may he ask another Jew to help him since it’s magunah for him to take only half a haircut?
