Is there such a thing in Eretz Yisrael that the Rav HaRashi “sells” the chometz of not frum people on their behalf to avoid problems of chometz sh’aver aleiv hapesach. Assuming of course the person didn’t touch this chometz during Pesach?

Not to my knowledge.
Although several poskim write that this helps (see Maharash Elgel 5:37)–this is based on the concept of zachin me-adam, which the Ketzos Ha-Choshen objects to, but which many poskim endorse–I am not aware of this being done on a national scale.
