If a person does not carry with the eruv in Yerushalyim, does he need a eruv chatzaros to carry inside his apartment building?

Yes.
If one is concerned that the eiruv is not valid, it will not serve to make the entire area into a single chatzer, and a special eiruv chatzeros will therefore be required to permit carrying from one’s home into the apartment building.
