Partition in Bathroom Area

My friend has a toilet with a basin in the same room.
I noticed that he had 2 vertical wooden beams on opposite sides of the wall. Across the top of the 2 beams ran a string.
Does this make the toilet into 2 seperate areas so that it is not considered that one is doing wasser in the same reshus.
How does this work and what are the halachik measurements for making such a seperate reshus.
