Already from 12 years old the nedarim of a boy are considered to be nedarim. Why is it then that they don’t make Heteres nedarim on Erev Rosh HaShanah? (Perhaps there are some that do however I’ve never seen this.)

It is correct, and also customary, for boys who are 12+ (and fit the category of mufla ha-samuch le-ish) to do hataras nedarim.
