An ani went around collecting on Purim and came to a rich person who didn’t have any more money left to give. The Ani said “Here, I’ll lend you a 100 shekels that you’ll give to me now b’Toras tzedeka and then after Purim you’ll pay me back the 100 shekels that I lent to you.” Is this a problem of ribis?

The suggested loan is a loan on condition that the borrower will give the lender a gift of 100 shekels (it is clear that the loan in only given for this purpose), which involves a Torah prohibition of ribis. Therefore, the fact that the money is being given as a charity donation does not help, and it remains forbidden.
