A number of halachic authorities write that wearing pants involves a problem of lo tilbash, because pants are men's clothing: see Minchas Yitzchak 2:108; Tzitz Eliezer 11:62.
However, today, in times when women wear pants as part of regular women's dress, it is difficult to accept that this should still be true.
Nonetheless, poskim (see Yabia Omer 6:14) write that pants remain immodest dress, and for this reason they should not be worn in a public setting.
