It is permitted to go on vacation during this period. The restrictions of the period apply (according to varios authorities and customs) to haircuts, to weddings, to music and dancing, to the shehecheyanu blessing — but not to going on vacation. It is not the right time of the year to rejoice, but it is fine to go on vacation, let off steam, and so on.
