A covert to Judaism can serve as a rabbi and can of course teach Torah to all, included those in the conversion process.
The question of serving as a dayan is more complex (see Rambam, Sanhedrin 2:9), and depends on the nature of the Beis Din. The reason for this is that according to the Talmudic law a convert is not given a position of authority over the community.
