Those who are careful not to take haircuts on Rosh Chodesh should also preferably refrain from shaving on rosh chodesh.
However, because there is no actual prohibition of haircuts on Rosh Chodesh (see here), and because shaving is still more lenient (because there is room to distinguish between once-a-month haircuts and daily shaving), where there’s a need one can shave.
