On Shabbos, can I use dehydrated blueberries or any dehydrated fruit if there is a chance that by putting it into liquid (like milk in a cold cereal) it may get
re-hydrated ?

It is fine to use dehydrated fruit on Shabbos, even where there is a chance that they will become hydrated.
There is no prohibition against “hydrating” on Shabbos – just as it is permitted to soak a fruit (or other food) in water, thereby “hydrating” it.
This doesn’t involve a change of state (and a concern for nolad), and no other prohibition is involved, so that it is permitted.
