Answer:
There is no problem at all in wearing socks, and there is no difference for purposes of tznius between tights and socks.
Of course, just like each community has its particular “fashion” of dress, so too in areas of tznius one might say that some communities have a “tznius fashion” – what kind of hat to wear over the sheitel, what kind of tichel to wear, and so on. In this way some communities might prefer socks or tights.
Also, sometimes tights are preferred for children, who are likely to expose their upper legs.
