Using Cow-Hair for Tefilling

Why is using se’aros to wrap the parshios of the tefillin (to remember the cheit ha’egel) not “kataygor na’aseh sanaygor”?

Answer:

The different parts of Tefillin are made of animal hide, and it is permitted and preferable to use cowhide in making tefillin. This is called “gassos” (high quality tefillin that uses cowhide).

Although we find the principle of ein kateigor naaseh saneigor in certain areas, and in particular for the Shofar of Rosh Hashanah (since the Shofar serves as our “attorney” on the Day of Judgment), this does not apply universally for all mitzvos.
