Yes. A Tallis Gadol is an “item of clothing” and there is no problem in wearing a gartel over it.
Although we wear the Tallis Gadol as an external and visible garment, the gatel will not hide much of it from view.
Nonetheless, this is not the common custom, and the gartel is generally worn under the Tallis.
